Tony Weber is a graduate of Newton High School, Eastern Illinois University, and earned his Doctor of Optometry from Indiana University. He has been in private practice in Effingham for his entire career, starting in September of 1986.
Tony chose this profession as an eighth-grader and doesn't regret having made that decision. He wanted to be in a field of medicine while also having the ability to interact with people on a daily basis.
His practice incorporates pediatrics, general optometry, including the fitting of glasses and contact lenses, and the treatment and management of ocular diseases including, but not limited to, glaucoma, cataracts, macular degeneration, keratitis, and uveitis. Tony is an affiliate for the TLC Group for all of his clients' LASIK procedures.
Tony has also been recognized by Bausch & Lomb, VISTAKON, and CIBA VISION for his expertise in contact lens fittings. Additionally, he has been the proud recipient of the Effingham Daily News People's Choice Award for Favorite Optometrist every year since its inception.
A past member of the Illinois Optometric Associations Executive Council, Tony is a current member of the American Optometric Association, the Effingham Chamber of Commerce, the Indiana University Alumni Association, and the Altamont Lions Club.
He has served on boards for the Effingham Country Club (past president), the Effingham United Way, the Effingham Jaycees, and he is a strong advocate for the ARC-Community Support Systems, where his wife served as a board member for more than ten years.
Tony's hobbies include golf, landscape design, and listening to and playing music. He plays drums in a rock and roll band called FRICTION, and he was also the drumline instructor for the state champion Newton Marching Eagles in 1978 and 1979. Tony and his wife Patricia have one daughter, Lauren, who is a graduate of Indiana University's School of Dance and Theatre. After IU, Lauren and her husband Evan moved to Louisville, KY and have two wonder boys Liam and Isaac. One day Tony hopes to help his grandsons with their percussion techniques.
Dr. Christopher Weber was raised locally in Teutopolis. He is a graduate of Teutopolis High School and received his Bachelor's Degree in Biological Sciences from Eastern Illinois University. For optometry school, he attended Indiana University School of Optometry and graduated in 2012.
While in optometry school, he received extensive training in ocular disease at the Huntington VA Medical Center in Huntington, WV, and the Dorn VA Medical Center in Columbia, SC.
While there, he was trained in many ocular and systemic diseases from and not limited to diabetic retinopathy, glaucoma, macular degeneration, and hypertensive retinopathy. Chris was also well trained in pediatric optometry and enjoys working with children.
One of his favorite aspects of optometry is the fitting of contact lenses. Chris enjoys the challenge of multifocal contact lenses, and no matter how difficult the fit is, he is always up to the challenge!
While in school, he was awarded the opportunity to take part in and complete many highly regarded contact lens symposiums from respected companies like Johnson & Johnson and Alcon. Chris is an InfantSEE provider for the InfantSEE program. InfantSEE is a national organization that allows him to deliver FREE comprehensive eye exams to children under the age of one. The whole goal of this organization is to catch eye problems before they turn into major eye problems.
Chris is a TLC affiliate for LASIK consultations, where he can help patients with all of their pre and post-op exams locally at his office in Effingham. He has been one of the top referring physicians to TLC since 2015.
He is currently an active member of the American Optometric Association and the Illinois Optometric Association. Chris has enjoyed and still enjoys volunteering in the Special Olympics and other local organizational programs, including ARC and the Lions Club.
Chris got married to the love of his life, Katie in 2018. Chris and Katie have a beautiful daughter Elizabeth, who keeps them on their toes. Chris is a huge sports fan. He really enjoys watching baseball and hockey and loves playing golf and running. Chris looks forward to working with the community and hopefully a long and happy practice in Effingham. Connor Kabbes is an Effingham native and graduate of St. Anthony High School. He attended Indiana University and earned a Bachelor of Science in Biology. His interest in optometry brought him to Indiana University due to Indiana’s renowned optometry school. After he graduated with his biology degree in 2015, he achieved his goal of attending Indiana University School of Optometry and graduated in May 2019 from the IU School of Optometry.
Connor had unique experiences during his clinical rotations across the United States. He interned at the Yukon-Kuskokwim Health Corporation in Bethel, Alaska, The Eye Institute of Utah in Salt Lake City, Indianapolis Eyecare Center, and the Atwater Eyecare Center in Bloomington, IN.
While working at the Yukon-Kuskokwim Health Corporation and The Eye Institute of Utah, he trained in co-managing LASIK, PRK, cataract surgery, and other ocular surgeries. He treated ocular diseases such as glaucoma, diabetic retinopathy, macular degeneration, hypertensive retinopathy, and numerous additional conditions.
At the Indianapolis Eye Care Center and the Atwater Eye Care Center, he worked with specialists in contacts, pediatrics, and ocular diseases. He learned to fit numerous types of contacts, such as scleral lenses, multifocal lenses, orthokeratology, and hybrid lenses. He enjoys working with children and their parents to ensure that their children have clear vision.
During his last rotation, Connor worked at the Indiana University Health Center Eye Clinic. He thrived in the fast-paced environment, and he treated patients with a spectrum of ocular issues, such as conjunctivitis “pink eye” sties, blunt trauma, ocular inflammation, allergies, concussions, and retinal disease.
Dr. Kabbes is excited to offer the fitting of specialty contact lenses in addition to other eye care services. Dr. Kabbes fits scleral lenses for patients with corneal disease such as severe dry eye and keratoconus; multifocal lenses for patients who prefer contacts but are losing the ability to see up close; and orthokeratology lenses for patients who are developing myopia.
Connor loves the outdoors. He enjoys hiking, snowboarding, boating, and golfing (no matter how many golf balls he loses). Connor resides in Effingham with his wife Sophie Kabbes, and he is the son of Dr. & Mrs. Douglas and Cheryl Kabbes.
Dr. Kabbes is the newest doctor in the office, but he is not new to Weber Optiks. Dr. Kabbes worked at Weber Optiks during his summer breaks. He has always loved the atmosphere that the doctors, staff, and patients bring to Weber Optiks, and he is excited to return to Weber Optiks as a doctor.

Dr. Stock is a native of the St. Louis area and practices as a cataract and refractive surgeon. He graduated from St. Louis Priory School and received his undergraduate degree from Vanderbilt University School of Engineering, where he double majored in Biomedical and Electrical Engineering.
Dr. Stock earned his medical degree from Washington University. He completed his Internship at Mercy Hospital and residency in Ophthalmology at Washington University Department of Ophthalmology and Visual Sciences. During that time, he was honored to serve our veterans at John Cochran VA Hospital. He is now serving the greater St. Louis community with the latest innovations in cataract surgery.
Dr. Stock is board certified by the American Board of Ophthalmology. He is a member of the American Society of Cataract and Refractive Surgery, the Missouri Society of Eye Physicians and Surgeons, and the St. Louis Ophthalmology Society. He has published several peer-reviewed papers in the ophthalmic literature with a specific interest in cataract surgery outcomes. These studies have won several distinguished honors at National Meetings. He has co-authored a chapter in the Washington Manual of Patient Safety and Quality Improvement on LEAN and its application to healthcare. Dr. Stock has also been a contributor to Cataract & Refractive Surgery Today, commenting on the results of some of the newest technology in cataract surgery.
Dr. Stock specializes in advanced cataract surgery and is certified to perform femtosecond laser cataract surgery which can enhance outcomes through laser-precision automation. He offers Premium Lens Implants to reduce glasses dependence after cataract removal. He is also certified in the latest in minimally-invasive glaucoma surgery.
Dr. Whitney Marlow is a comprehensive ophthalmologist and native of southern Illinois. She graduated magna cum laude from Illinois Wesleyan University in Bloomington, Illinois with her Bachelor of Science degree in biology and a minor in psychology. Dr. Marlow attended Southern Illinois University School of Medicine, where she was a member of the Alpha Omega Alpha Honor Medical Society. She remained at SIU for her internship at Memorial Medical Center and St. John’s Hospital.
Dr. Marlow pursued her residency in ophthalmology at Saint Louis University, where she served as Chief Resident. She was also recognized with the S. Harrison Jerrold Award for the Outstanding Resident. During her time at Saint Louis University, she assisted in development of the ocular pathology curriculum as well as the medical student introduction to ophthalmology clinical course.
Dr. Marlow holds memberships in the American Academy of Ophthalmology and the American Society of Cataract and Refractive Surgeons. She has experience in management of a wide spectrum of ocular pathology, including cataracts, glaucoma, and dry eye syndrome. Her greatest focus is cataract surgery, as she feels passionately about the importance of providing customized care plans to fit each individual patient’s needs and lifestyle.
Born and raised in New Baden, Illinois, Dr. Marlow is dedicated to providing care in the southern Illinois community that she calls home. She enjoys spending her time off with her husband, Beau, and children, Charlie and Joanna.
